Incoming President Rodrigo Duterte, who is pushing for the revival of death penalty, promised Saturday to hang a man tagged in the rape-slay of a toddler in Davao Oriental if he is proven guilty.

The man was arrested Saturday for allegedly raping and killing a three-year-old girl, who was found dead some 200 meters away from her house in Barangay Puntalinao, Banaybanay town last Friday.

Authorities suspect the child was raped because she was found half-naked and bore a large wound on her genitals.<br /><br />

The 51-year-old suspect is a neighbor and church mate of the victim's family.<br /><br />

The family of the child has since appealed to Duterte to push for the revival of death penalty.<br /><br />

Speaking to reporters in Davao City, Duterte said he does not want to interfere with police investigation on the crime. "It's a layered authority... Hindi ko overtake-an iyan."<br /><br />

But, he guaranteed that if proven guilty, he would endorse the suspect's execution by hanging.<br /><br />

"Gusto niyo kapag ma-implement iyan, hanap ako ng media, for show lang. Matingnan lang natin iyung effect kung paano mamatay ang tao sa hanging," Duterte said.<br /><br />

Police continue investigating the child's death while the local government has offered P100,000 reward money for anyone who can give information on the crime.<br /><br />

CAGAYAN - The Philippines may soon gain fishing rights in the highly disputed Scarborough Shoal, President Rodrigo Duterte announced Sunday.<br /><br />
During his visit to typhoon "Lawin" victims in Cagayan, Duterte told local fishermen to "just wait for a few more days" and maybe they can go back to Scarborough Shoal.<br /><br />
"We'll just wait for a few more days baka makabalik na tayo doon sa Scarborough Shoal, ang pangingisda ng ating mga kababayan [and maybe we can go back to Scarborough Shoal, the fishing of our countrymen]," Duterte said in a speech.<br /><br />
The President clarified that he did not discuss about war or weapons with Chinese leader Xi Jinping during his state visit to China.<br /><br />
"Ako po ay nagpunta doon wala ho kaming pinagusapang armas. Wala po kaming pinag-usapang giyera-giyera. Pinag-usapan namin paano tayo magtulungan," Duterte said.<br /><br />

Duterte also revealed that Xi has already asked Chinese fishermen to leave Scarborough but is not sure whether the Chinese leader would fulfill their agreements.<br /><br />
"Ang alam ko pinaalis na rin niya ang mga Chinese na fisherman at parang wala ka nang makita diyan. 'Yun ang pinag-usapan namin ewan ko kung tutuparin nila," he said.<br /><br />

Filipino fishermen have been reportedly denied access to Scarborough Shoal by Chinese coast guards.<br /><br />

According to the decision, Scarborough Shaol is a common fishing ground of Chinese, Filipino, and Vietnamese fishermen.<br /><br />

MANILA, Philippines – Typhoon Lawin (Haima) again intensified before dawn on Wednesday, October 19, as it continued to threaten Northern Luzon.<br /><br />

In its bulletin issued 5 am on Wednesday, state weather bureau PAGASA said Lawin now has maximum winds of up to 205 kilometers per hour (km/h) and gustiness of up to 255 km/h.<br /><br />

The typhoon is already 535 kilometers east of Casiguran, Aurora, moving west northwest at a slightly faster 26 km/h from the previous 25 km/h.

Moderate to intense rain is expected within Lawin's 700-km diameter.<br /><br />

PAGASA earlier warned that Lawin could become a super typhoon.<br /><br />

Signal number 4 or 5 might be raised in Cagayan (including the Calayan Group of Islands), Apayao, Ilocos Norte, and northern Isabela on Wednesday night.<br /><br />

If indeed these areas are placed under signal number 4 or 5, there would be very strong winds 220 km/h or more and gustiness of up to 365 km/h or more.<br /><br />

Such winds "can destroy high- to low-risk structures" as well as topple trees and transmission towers, according to the state weather bureau.<br /><br />

Storm surges up to 5 meters high are also possible in Cagayan (including the Calayan Group of Islands), Isabela, and Ilocos Norte.

Lawin is expected to make landfall in the Cagayan area early Thursday morning, October 20. The Cayagan provincial government has said that it is preparing for a "worst-case scenario."<br /><br />

After making landfall, the typhoon will cross Ilocos Norte and Apayao.<br /><br />

PAGASA also said sea travel is risky in the eastern seaboard of Southern Luzon and the northern and eastern seaboards of Samar.<br /><br />

Lawin is expected to leave the Philippine Area of Responsibility (PAR) either on Thursday night or early Friday, October 21.
