Authorities suspect the child was raped because she was found half-naked and bore a large wound on her genitals.

The 51-year-old suspect is a neighbor and church mate of the victim's family.

The family of the child has since appealed to Duterte to push for the revival of death penalty.

Speaking to reporters in Davao City, Duterte said he does not want to interfere with police investigation on the crime. "It's a layered authority... Hindi ko overtake-an iyan."

But, he guaranteed that if proven guilty, he would endorse the suspect's execution by hanging.

"Gusto niyo kapag ma-implement iyan, hanap ako ng media, for show lang. Matingnan lang natin iyung effect kung paano mamatay ang tao sa hanging," Duterte said.

Police continue investigating the child's death while the local government has offered P100,000 reward money for anyone who can give information on the crime.

Senator Manny Pacquiao Urges Investigation Of Yolanda Fund Anomalies! Do You Agree With Him?

Unknown 0 21:27

Senator Manny Pacquiao is a modern-day renaissance man, balancing both a fighting career and a place in the senate on his plate that includes all sorts of heavy responsibilities.

His passion has led him to be a senator, a boxer, the people’s champion, a CEO, a father and a husband, among others.

Being a ray of hope to many disenfranchised people, Senator Pacquiao has continued his fight in the anti-corruption campaign of President Rodrigo Dutert, by supporting the probe on the Yolanda fund irregularities under the Aquino administration.

The Senate should conduct a probe to ferret out the truth. This should not be construed as plain and simple muckraking or political persecution. Those who were involved must be punished if proven guilty of mishandling the funds." Pacquiao said.

Department of Social Welfare and Development (DSWD) Secretary Judy Taguiwalo revealed on Monday that there were around 200,000 supposed beneficiaries of post-Yolanda emergency shelter assistance who did not receive any financial help.

Senator Pacquiao expressed his disappointment towards the heartless people who would turn their backs on the many who suffered while they enacted their selfish plans.

The 8-time multi-division world champion personally visited the disaster-struck areas last December 2013 and gave them relief goods worth Php 10 million, which was borrowed from friends because his bank account was then frozen by the Bureau of Internal Revenue.

Online campaign to rename NAIA back to Original name MIA.

Unknown 0 19:42

<span style="font-family: "arial" , "sans-serif"; font-size: large;">
A campaign on Facebook asking for to rename the Ninoy Aquino International Airport (NAIA) back to Manila International Airport (MIA) is gaining ground amongs online users.

It is not clear who began the project but Facebook users have actually been sharing posters just recently; requiring that NAIA be renamed back to MIA.

One of the extensively circulated posts read:

The initial structures consisting of today area of Terminal 2, runways, taxiways and the control tower were integrated in the 1950s. A terminal structure for international passengers was inaugurated in 1961, but a 1972 fire triggered severe damage to the original terminal building; prompting the government to build a slightly smaller building in its location that would later become the international terminal.

Back to initial MIA-- the well-known Manila Intl Airport (world class and no1 in ASIA).

Retain as NAIA-- Ninoy Aquino International Airport (worst airport in the world).

Another essential thing, our airport needs enhancements and change the management. and so on. Our airport (MIA) was among the finest airports from 1970s until 1987 ... We can make it one of the very best again.

Hounded by congestion, absence of facilities, poor service and corruption among airport staff in later years, NAIA has actually been regularly tagged as one of the worst airports in the world by several travel websites.

In 2015, NAIA lastly relinquished its title in The Guide To Sleeping in Airports' list to a Nigerian airport, but stays the 8th worst in Asia.

It was then relabelled to Ninoy Aquino International Airport (NAIA) on August 17, 1987 by virtue of Republic Act No. 6639 under the late president Cory Aquino.

Originally named Manila International Air Terminal, the nation's main international entrance was moved to its present place in 1948 following the Philippine self-reliance.

In 1981, the Terminal 1 was built and was named Manila International Airport (MIA), and replaced the old terminal as the brand-new worldwide terminal.

Netizens stated NAIA must get rid of its 'jinx' as one of the worst airports by reverting it to its old name.

Do you like this concept? from NAIA back to MIA (the original name of the airport that represented our country)-- MANILA INT' L. AIRPORT.
Mar Roxas Binanatan ang NDRRMC over Lawin: Our Yolanda Preperation was Better!

Unknown 0 20:28

Former Department of Interior and Local Government secretary, and losing presidential candidate Manuel Roxas II lashed out the National Disaster Risk Reduction and Management Council (NDRRMC) for lack of action and slow response after typhoon Lawin battered the Northern Luzon.

Lawin left seven people dead according to NDRRMC, but Roxas – during the radio interview on Friday said deaths should have been avoided if the DSWD and NDRRMC acted to inform people before the typhoon smash their homes.

Most of the deaths were caused by landslide according to the council

Siguro ang titingnan natin ditto ay ang response time. Gaano ba sila kabilis mag response? May enough prior information ba bago humagupit ang bagyo? Sa tingin ko marami pa ri ang kulan. Sa tingin ko mag maganda pa ang preparations naming dati before and after Yolanda, Roxas said.

Lawin was considered a super typhoon and contrary to Roxas statement, NDRRMC was lauded for their up to date and full response as.

Roxas candidacy was highly affected by his performance on handling typhoon Yolanda victims as DILG secretary. Yolanda and Lawin have both winds exceeding 120kph, but Yolanda left more than 6,000 deaths and more than 1,000 missing.

Duterte blames industrialized nations anew for devastating typhoons

Unknown 0 22:00

<span style="font-family: "arial" , "sans-serif"; font-size: large;">
MANILA – President Duterte on Sunday slammed industrialized nations anew for their climate-warming emissions which stoke the intensity of tropical cyclones that typically leave large swathes of destruction in the Philippines.

At the same time, Duterte reiterated that his administration will not honor an international treaty for limiting carbon emissions, which he said, will stymie Manila’s industrial growth.

Speaking to victims of super typhoon “Lawin” in Tugegarao, Cagayan, the President argued that industrialized countries like the United States, the European nations, and China, have been giving off greenhouse gas emissions for decades.

The agricultural Philippines, by contrast, has left relatively small carbon footprints and cannot be blamed for changing climate patterns, he said.

“When the Industrial Revolution began in 1901, 1902, na-discover nila ang use of oil. It was America, and the European nations – and China after the war – sila ang pinakamalakas na gumamit ng makinarya na bumubuga ng usok,” he said.

“Mabibilang mo ang factory dito sa Pilipinas… Compared to other nations, wala tayong kakiting-kiting.”

[When the Industrial Revolution began in 1901, 1902, they discovered the use of oil. It was America and the European nations – and China after the war – they are the ones that widely use machines that give off carbon emissions. In the Philippines, you can count the factories (that emit carbon)… Compared to other nations, we have almost none.]

Duterte said cutting carbon emissions at a point when the Philippines' economic rise is just starting will be unfair. He also vowed to develop the Philippines based on the needs of the public, not according to international demands.

Duterte then vowed that he will develop the Philippines based on the needs of the public, not according to international demands.

“I will develop my country according to the needs of my people. Marami na kasing tao, kailangan gumamit ng maraming makina, Kapag pipigilan ninyo ako, paano ko papakainin ang mga kababayan ko, paano ako maka-produce nang maraming lahat – hindi mechanized, hanggang araro nang araro kami,” he said.

[Our population has grown, we need to use a lot of machines. If you stop me, how will I feed my countrymen, how can I mass-produce everything, non-mechanized and only through constantly plowing the land?]

Duterte did not mention which international treaty he was referring to, but the Philippines last year was among 178 countries which signed the Paris Agreement on Climate Change.

Last week, the President also belittled the assistance that the United States extended to the Philippines in the aftermath of Typhoon ''Yolanda'' in 2013, arguing that the calamity was caused by carbon emissions from industrialized nations.

Last Wednesday, super typhoon Lawin smacked northern Luzon with torrential rains and high winds, forced the evacuation of thousands of residents, laid waste to farmlands, and brought down trees, homes and buildings.

Tuguegarao was among the worst-hit areas and has declared a state of calamity. Duterte and his Cabinet led the delivery of relief aid to the town and adjoining Isabela province on Sunday.

Duterte:Philippines may soon gain fishing rights in Scarborough Shoal

Unknown 0 03:10

CAGAYAN - The Philippines may soon gain fishing rights in the highly disputed Scarborough Shoal, President Rodrigo Duterte announced Sunday.

During his visit to typhoon "Lawin" victims in Cagayan, Duterte told local fishermen to "just wait for a few more days" and maybe they can go back to Scarborough Shoal.

"We'll just wait for a few more days baka makabalik na tayo doon sa Scarborough Shoal, ang pangingisda ng ating mga kababayan [and maybe we can go back to Scarborough Shoal, the fishing of our countrymen]," Duterte said in a speech.

The President clarified that he did not discuss about war or weapons with Chinese leader Xi Jinping during his state visit to China.

"Ako po ay nagpunta doon wala ho kaming pinagusapang armas. Wala po kaming pinag-usapang giyera-giyera. Pinag-usapan namin paano tayo magtulungan," Duterte said.

(I went there and we did not discuss about firearms. We did not discuss about war. We talked about how we can help each other.)

Since both the Philippines and China claim ownership over Scarborough Shoal, Duterte asked local fishermen not to fish in lagoons in the sea which serve as breeding grounds for fish to avoid an imbalance in supply.

"Ako na mismo ang nagsabi na kung makabalik tayo sa Scarborough Shoal bilang may-ari -- sabi nila sila rin may-ari -- ako na mismo magsabi huwag kayo mangisda diyan -- yung parang fishpond sa dagat -- makita mo green instead of blue. 'Yun lang pinakiusap ko para magkaroon tayo ng magandang supply," he said.

(I am personally saying that if we can return to Scarborough Shoal, as owner, they also said they're the owner, don't fish there -- the one that looks like a fishpond in the ocean which is green instead of blue. That's my only request so we can have a good supply.)

He told fishermen not to "gamble and destroy" the breeding grounds of fish in the sea since marine products are the cheapest food Filipinos can buy in the market.

"The cheapest thing that we can buy today is the marine product. So if not to really gamble and destroy the spawning ground because then it would result in an imbalance sa ating pagkain (to our food)," he said.

Duterte also revealed that Xi has already asked Chinese fishermen to leave Scarborough but is not sure whether the Chinese leader would fulfill their agreements.

"Ang alam ko pinaalis na rin niya ang mga Chinese na fisherman at parang wala ka nang makita diyan. 'Yun ang pinag-usapan namin ewan ko kung tutuparin nila," he said.

(I know he (Xi) already asked Chinese fishermen to leave so you won't see anyone anymore. That's what we discussed. I don't know if they will fulfill it.)

Filipino fishermen have been reportedly denied access to Scarborough Shoal by Chinese coast guards.

Last July, the Hague arbitration tribunal has ruled in favor of the Philippines on the disputed South China Sea which includes Scarborough Shoal.

According to the decision, Scarborough Shaol is a common fishing ground of Chinese, Filipino, and Vietnamese fishermen.

President Rodrigo Duterte wants to settle an old issue with the US Embassy, he recalls that he was once denied of a United States Visa when he planned to visit his girlfriend in college.
During his speech addressing to the Filipino Community in Beijing, China, President Duterte questions why the US Citizens can enter the Philippines visa-free when Filipinos had a hard time securing travel documents and often denied by the embassy to visit United States.

America? Miski ako hindi ako makapunta doon, hindi ako bigyan ng visa ng mga..” he said.
He narrated when asked what would happen if he decided to marry and stay in the US.
Sabi ko, Mr. Consul, even if you offer me free visas for a lifetime and even if you offer me 10,000 dollars, Id still return to my country and be a Filipino, Duterte recalled and the crowd broke into cheers.
The problem is you go to America? You’ll not be issued a visa, he stressed.

He also recalled a local government official who was denied by US Embassy even the US Government invited him to an event.
The poor man had to travel. He was in poor health. Pagdating dito, he was denied. Pero sila anytime. They enter the Philippines visa-free. Well, there will always be a time for reckoning. Bakit hindi natin tablahin?; Duterte said and gave a faint smile.

PAGASA earlier warned that Lawin could become a super typhoon.

Signal number 4 or 5 might be raised in Cagayan (including the Calayan Group of Islands), Apayao, Ilocos Norte, and northern Isabela on Wednesday night.

If indeed these areas are placed under signal number 4 or 5, there would be very strong winds 220 km/h or more and gustiness of up to 365 km/h or more.

Such winds "can destroy high- to low-risk structures" as well as topple trees and transmission towers, according to the state weather bureau.

Storm surges up to 5 meters high are also possible in Cagayan (including the Calayan Group of Islands), Isabela, and Ilocos Norte.

Lawin is expected to make landfall in the Cagayan area early Thursday morning, October 20. The Cayagan provincial government has said that it is preparing for a "worst-case scenario."

After making landfall, the typhoon will cross Ilocos Norte and Apayao.

PAGASA also said sea travel is risky in the eastern seaboard of Southern Luzon and the northern and eastern seaboards of Samar.

Lawin is expected to leave the Philippine Area of Responsibility (PAR) either on Thursday night or early Friday, October 21.

Pope Francis: Don't use God to defend your own interests

Unknown 0 03:12

By Hannah Brockhaus

Vatican City, Sep 7, 2016 / 08:56 am (CNA/EWTN News).- On Wednesday, Pope Francis warned against making Jesus into the person we want him to be, and thus creating obstacles to a true relationship with Christ and his mercy.

“The admonition of Jesus is always present: even today man constructs images of God that prevent him from enjoying his real presence,” the Pope said during the general audience Sept. 7.

“Some carve out a 'do it yourself' faith that reduces God in the limited space of their own desires and their own beliefs. But this faith is not conversion to the Lord that is revealed, in fact, it prevents him from arousing our life and our conscience.”

In his catechesis, Pope Francis named several different ways in which people create false images of God, such as those who invoke his name in defense of their own interests, or in the interest of hatred and violence, or those who deny Christ's divinity, considering him just a good ethical teacher and leader.

“For still others God is just a psychological refuge,” Francis said, “where he is reassurance in difficult times: it is a faith turned in on itself, impervious to the power of merciful love of Jesus which pushes brothers.”

Pope Francis also mentioned those who he said “stifle faith” by making it entirely about their personal, intimate relationship with Jesus while ignoring the missionary aspect of the Church, “capable of transforming the world and history.”

Continuing his theme of discussing mercy, Pope Francis spoke about the difference between the justice John the Baptist expected the Messiah to wield and the mercy which Jesus actually practiced, a mercy which was the manifestation of God's justice.

Pointing to the Gospel of Matthew, the Pope said Jesus responded to John the Baptist's question of whether or not he was the Messiah with, “Go and tell John what you hear and see.”

“The blind, the lame, the lepers, the deaf, regain their dignity and are no longer excluded for their disease, the dead return to life, while the poor have the good news,” Francis said. “And this becomes the summary action of Jesus, who in this way makes visible and tangible the act of God.”

<span style="font-family: "arial" , "sans-serif"; font-size: large;">
“The message that the Church receives from this account of the life of Christ is very clear. God did not send his Son into the world to punish sinners, nor to destroy the wicked,” he continued. “They are instead addressed the invitation to conversion so that, seeing the signs of divine goodness, they can find their way back.”

The Pope concluded his catechesis by urging those present to not place themselves above the mercy of Christ by believing in a false image of the Messiah.

“We Christians believe in the God of Jesus Christ, and our desire is to grow in the living experience of the mystery of love,” he said. “We commit ourselves, therefore, to not place any obstacle in the way of the action of the merciful Father, but we ask the gift of a great faith to become ourselves signs and instruments of mercy.”

Manny Pacquiao Gives Duterte $5-million (P237m) to Support Drug War

<span style="font-family: "arial" , "sans-serif"; font-size: large;">
FORMER 8-division world champion and future hall-of-famer Manny Pacquiao (58-6-2, 38 KOs) has donated $5-million (P237 million) to support the ongoing war against drugs.
I wish I could take all the cost involved and do more than this but I know this little money can help reach the ultimate goal of making the Philippines a drug-free nation; Pacquiao said.

Duterte thanked the boxer for his support and appreciating his governance and promised of executing services in the interest of the nation but not for his personal name sake.
Duterte is fulfilling a campaign promise of fighting drugs in a dangerous battle that has cost the lives of many.
Pacquiao kicked off training camp in the Philippines last two weeks. The former welterweight champion, currently serving as a senator in his native country, seeks to recapture the same WBO World title he lost to Floyd Mayweather in May of 2015.

Across the ring from Pacquiao on November 5 will be the current WBO champion at 147 pounds, Jessie Vargas (27-1, 10 KOs). Vargas acquired the belt in March of this year in a vacant title opportunity opposite then-unbeaten Sadam Ali in Washington DC.

Actress Agot Isidro calls Duterte ‘psychopath’; Palace reacts

Unknown 0 19:31

Actress Agot Isidro trended on Twitter on Sunday for her strongly worded remarks against President Rodrigo Duterte, whom she called a “psychopath.”

Isidro took to Facebook on Friday to criticize Duterte for his continued expletive-laced remarks against the United States and international bodies for belittling as “crumbs” the foreign aid that the country had been receiving.

“Unang-una, walang umaaway sa iyo. As a matter of fact, ikaw ang nang-aaway. Pangalawa, ‘yung bansa kung saan ka iniluklok ng 16 million out of 100+ million people ay Third World.. Kung makapagsalita ka parang superpower ang Pilipinas eh,” Isidro wrote. “At excuse me, ayaw namin magutom. Mag-isa ka na lang. Wag kang mandamay. Hindi na nga nakakain ang nakararami, gugutumin mo pa lalo.”

<span style="font-family: "arial" , "sans-serif"; font-size: large;">
(First of all, no one’s trying to fight you. As a matter of fact, you’re the one who’s picking a fight. Secondly, the country where you are elected as President by 16 million out of 100+ million is Third World. You talk as if the Philippines is a superpower. Excuse me, we don’t want to go hungry. If you want, you do it yourself. Leave us out of it. So many people have nothing to eat, and yet you’ll starve us even further.)

(Third, I know a psychiatrist. Get yourself checked. You’re not bipolar. You are a psychopath.)

Citing a “recalibrated” foreign policy, Duterte has launched a series of tirades against the US, the European Union, and the United Nations for calling him out on alleged extrajudicial killings and human rights violations in the government’s bloody war on drugs.

“Mamili kayo (You choose) — the crumbs of the favor of other nations, mag-asa lang tayo sa assistance nila (we just depend on their assistance), or we make a stand that this country must survive, that this country must see to it that the next generation is protected?” Duterte said in his speech last Thursday.

“If you think it is high time for you guys to withdraw your assistance, go ahead…We will not beg for it. We have a problem here trying to preserve our society,” he added.

Asked for reaction on Isidro’s post, Presidential Spokesperson Ernesto Abella said that while the actress was entitled to her own opinion, “we need to really hear what the President is calling Filipinos to do, which is be free from dependence on foreign aid, which is what the lady is fearful we will lose.”

“The President is calling for Filipinos to be truly independent economically and mentally and psychologically,” Abella said.

But Presidential Communications Office Secretary Martin Andanar said the government welcomed continuing foreign aid despite Duterte’s lashing.

“We welcome the steadfast commitment of EU and UN to the Philippines. Our partnership goes beyond differences in policies,” Andanar said.

As of writing, Isidro’s post has garnered more than 6,100 shares and more than 18,000 reactions. JE/rga

A signature-campaign to impeach President Rodrigo Duterte is being spread on the internet and has so far garnered 625 votes.

<span style="font-family: "arial" , "sans-serif"; font-size: large;">
The petition on the website Change.org says Duterte should be impeached to put an end to Human Rights violations against "extrajudicial killings" or so called "death under investigations" linked to his drug war.

According to the statement, the wave of killings of suspected drug dealers has "left bloodied bodies in the city streets and instilled a climate of fear among Filipinos'".

It states the number of deaths from June 30 to September 19, the date when it was written, has reached 1,027.

It also criticized how the victims were people on the margins of society, who are poor and are vulnerable targets.

The petition also called for intervention, and is planned to be delivered to the Secretary-General of the United Nations, Ban Ki-moon, the European Commission and the Commission on Human Rights.

The petition needs 375 more votes before it reaches the targeted 1,000 and will then be sent to the said sectors. MJM
